A 7-string bass zither banjo by Windsor

Greg Miner has kindly sent these photographs of an unusual Windsor

It's a 7 string bass, with a 14" head in a 17-3/8" shell. 

Scale length is 30-1/2". 

I assume 1890's?

 It sounds more like my theorbo than a banjo! 

The last shot shows it side-by-side with a standard size Wilmshurst for comparison.
